Aux air pump trouble shooting S90-V90

Alright guys, I've found a lot of chatter about what to do with a 0410 code, but I can't find a straightforward explanation about how to troubleshoot the problem. I got this code a couple weeks ago. The engine runs rough when cold, and I cannot feel any air being pulled into that curved aux airpump hose when i star the car.

Can anyone give me a ABC checklist of what components to check? And please tell me how to check them, because I've never dealt with an aux airpump system before.

I already replaced the rotted rubber vacuum hose right next to the check valve.
