Rust starting to show in Rocker Panel 200 1990

My 1990 240 (245K miles) is finnally starting to show a little rust in the corner of the rocker panel, right under the drivers side door.

I dont know much about body work, can any one suggest options?

Im sure its rusting from within, so im not sure what sanding and painting externally will do, except buy a year or two at best, or at worst Ill sand right through.

Are rocker pannels available, and common replacements? are they welded in?
