164 instrument cluster question 140-160 1975

Something strange just started happening. When I start the car, the Brake Failure light remains on. I checked everything out and all is OK with the brakes. Then yesterday, I tapped the brake peddle for some reason, and the light turned off! This is recreatable on demand, every time I start the car.

I am guessing the problem is in the instrument cluster. I need to take it out anyway because the oil light is burned out, and when ever I lift the parking brake handle, the alt,brake,oil,etc lights come on. I tried a different ignition switch and same results.
If anyone has been there, done that, I would appreciate hints. Getting a new board is out of the question, the pick and pulls around here don't have any 164s.
