Vents go from horizontal to ground when engine under load 900

Hello,
It seems that when I put some load on the engine, a/c is directed towards my feet even though the indicator is set to horizontal. When I let up on the gas, the vents properly reorient themselves and a/c comes out horizontal again. Any ideas?

Also, my cruise control is really weak and doesn't work anymore and I've told this could be a vaccum issue. I've pretty thoroughly checked the engine compartment and replaced a few elbows but everything seems fine. I just thought that maybe these to issues are related. Or, maybe its just a red herring.
