How do you check if the timing belt has slipped? 700

Just want to double check the timing belt on my 745t. Checked it once and thought it was okay, but after re reading the FAQ, want to make sure.

Should the marks on the camshaft pulley line up like in the picture on the FAQ page? That is, with the crank at TDC (for the compression stroke)on #1, should the mark on the cam pulley be at about the 1:00 to 2:00 o'clock position or should it be straight up, like 12 o'clock?

And, why would a relatively new timing belt, that appears to be in pretty good shape, jump a notch or two?

Just checking and rechecking everything before I put the new/used computer in.
