main fuel pump noisy ONLY when fuel low ?? 200 1989

I've had two 240's prior to my current ('86 & '87) '89, but this is the first time I've noticed that main fuel pump gets really loud when the feul level drops below 1/4 tank. Thinking that the pump was failing I swapped it out (and changed the filter) but the noise persisted - that is until I filled the tank. Immediately the noise subsided. Any ideas?

The immediate thought is to not let the tank go below 1/4 but is this noise indicative of an on coming problem - failing in-tank pump?
