Trans won't switch to 4th-electric or mechanical problem?

My Transmission is skrewy and I can't tell if its an electric issue or mechanical:

I have replaced the relay (with another used one) and still no luck, my next guess is the wiring harness that attaches to the relay board--I heard they melt?!


That's where my self-confidence ends, I feel that I'll skrew something major up.

What's strange is that after I've been driving for 45 minutes to and hour the 4th gear will miraculously kick in agian on the hwy and I'll be doing just a little over 2k RPMS all of a sudden (w/o 4th I do 3.5 - 4 RPMs to keep up with 55 mph traffic).

Do you think that might be a sign that its something mechanical rather than something electronic?
