wipers won't park and turn signal is hyper 200 1983

The car is a 1983 240 turbo with wipers that decided when they would park, rather than when I turn them off, and a left turn signal that just started blinking on and off very rapidly when turned on. The right one is OK. I think the wipers are a relay problem; the motor is pretty new, and the interval control doesn't work. I found the location in Bentley. I also found relay "28 flasher (direction indicators)". Is that for the turn signals? Or is something other than a relay causing problems? Thanks again for any responses.
