Gas Filler Neck - drain through wheelwell 200 1989

I have had a gas smell in the trunck and car for a while. Pulling back the carpet in the trunk I noticed there is a rubber drain hose connected to the gas filler neck and runs out the bottom of the wheelwell. I noticed it was disonnected at the filler neck. I reconnected it hoping that it will reslove the problem. I'm thinking that it resulted in the gas smell problem.
