Fuel Pressure regulator ? 200

I have an 89 240 whose inital problem was stalling intermitently when slowing to a stop. The Chk eng light came on with 1-1-3 (Fuel inj issue) and 1-3-3 which is Throttle body idle issue.

I installed a new flame trap kit and I took the Trottle body off. It was extremely dirty and cleaned it. After re-installing the car still starts really hard or not at all and just stalls. I have chked all hoses. The chk eng light comes right back on. I have noticed in the past that the fuel pump was quite loud (whining). Now when key is in access position I cannot hear it at all.

Does this sound like a possible fuel press regulator issue ??? Are there any other obvious fuel deliv things I can check ???
