Wheel bearing or ball joint? 700 1991

Had posted a while ago about a grinding/scraping noise my right front wheel made. The tire was shot from very excessive wear on the out side of the tread, so I replaced the tire and the noise suddenly stopped. Suspects identified by fellow Brickboarders were wheel bearing or ball joint.

I had to bleed the brakes last week, and when putting the right front tire back on, after making sure it was bolted on securely, grabbed it front and back and tried to wiggle it. Sure enough, it would wiggle a bit. Surprisingly easily too. For comparison, the left wheel did, sort of, move too, but required much more force, moved a bit less and not easily, and it felt like the left one was actually trying to turn the whole steering rack/system. The right one was moving right there at the wheel/hub area. Does this help to clarify the diagnosis between the bearing and the ball joint? Or should I just start with the ball joint (because it is cheaper) and if that does not fix it, then change the bearing?
