overheating 960 900 1995

I have a 1995 960 Sedan, thinkning it would be an easy fix I bought it knowing it overheated. well it now has a new temp valve, a new temp sensor, a new aux fan relay, and a working aux fan ( I connected it straight to the battery and it ran fine). and to be honest I have no idea where to go from here. the temp gauge on the console never reads hot, but the engine temp light comes on and its very obvious when its too hot. oh yeah, (important details get left out) the aux fan never comes on. I sat there with it running wiating for it to come on, I even compared it with my 850 96 and the 850 aux fan came on but the 960 didn't, I swaped out relays to make sure the new one worked and in my 850 (the relays are interchangeable) and the aux fan came on in my 850 with the 960 relay. in other words, I'm stumped and was wondering if anybody else has run into this problem and figured it out, or has any clue.
