Wy does my catalytic converter sound like it has marbles rolling around in it? 200

I thought I had a wayward heat shield on the exhaust. But all is good there. Even the aluminum foil that I wadded underneath it 2 years ago to keep it tight was still in place. It's the cc that appears to be rattling. I can't see anything loose externally that could be causing this. It was replaced in 2004 by my Volvo indie guy and it probably has 18k on it. Certainly not a lot of miles. Gotta admit, it was an el-cheapo cat, but new nevertheless, and went for about $150 US. I suspect that my tendency toward a cheap part may be the problem here. Any confirmations?
