BAD GAS MILEAGE 700

Hi All. My 1992 740 wagon ( automatic ) gets maybe 14 mpg on the road. Also at idle it is very rough. The car shakes pretty good. Yet it runs very strong between 50-80 mph. All major tune up items have been replaced. Any ideas as to why the car runs so poorly? Thanks, Kevin
