tinkering w/ turbo....what's this thing?!? 700

Just wanted to see if anyone can easily tell me what this is: coolant drain? some kind of drain? Or should it have a hose attatched to it?
Thats the oil filter on the right,this is right near the turbo on the underside, on the block.
