740 Turbo won't start all the way - dumping fuel 700

I recently replace the distributor on my volvo because the hall effect sensor was shot. Then it wouldnt start when i had the #1 and # 11 fuses in. Now, with both fuses in, it'll start briefly, rev up to 600-700 rpm and then die. It's flooding and dumping massive amounts of fuel on my driveway (from the passenger side of the car). I've checked all vacuum hoses, ground, air control regulator...What am i missing?

this car is my daily driver and i'm getting super frustrated. If anybody lives in the SF bay area and know's volvos, i'll compensate you if you can come by and help (not do it for me) me out.
