need advise about air conditioning compressor not engaging 1994 940 Turbo 900 1994

My 1994 940 turbo's ac has never worked since i got it 6 months ago. i paid $2800 knowing it had some problems--which i have fixed(discovered leakey manifold gasket causing rough idle). Now i'm tackling the air conditioning. it is charged and holds pressure. the compressor doesn't come on, though. the 30 amp fuse is good. where do i go fro here?
anyone?
