Brake Booster & Idle Effect 700 1989

Brake Booster seems to be working fine. Quick test: Turn engine off, pump up brake pedal (to bleed off vacuum), turn engine on and pedal moves downward.

My question surrounds the car idle. While idling, when brake is depressed, the idle raises slightly than normalizes back down -- release the brake pedal and the same thing occurs -- idles up slightly, then normalizes back down.

Does this sound like a faulty booster check valve? Booster hose? Or something else? Or is this considered a normal condition?
