Wiper Stutter 900 1996

Are there any tips for bad windshield wiper stuttering? It looks like the arms is heavy and the motor is weak. New wipers, and rainx did not help.

Under the fast its not bad. The slow setting will be fine for 15mins, but they it starts to get bad after.

Do I need to change the spring, or is the motor going bad?
