turbo issues 700

So...I haven't been able to go into boost since I took the car out of storage and put a new engine in. When I try to go into boost I get black smoke and the car stumbles. It feels as though the engine is getting flooded and would stall if I kept pressing on the throttle. I think (not sure) that I hear some sort of air flow when the car is about to go into boost.

I've changed almost everything that I thought could affect turbo performance, and then some. I changed the AMM, intake manifold gasket, cleaned throttle body and changed gasket, new fuel pressure regulator and changed all of the main air hoses between turbo and the engine. Checked the vacuum lines (replaced lines where I found leaks).

I've read and reread the FAQs and now I'm just getting frustrated...please help!

Fred
