steering column creaking while turning - signs of age? new steering column? 200 1986

I know my power steering rack is old and can use a replacement because it takes a minute to become power steering when the weather is cold.

But is the creaking when I turn caused by that? or am I dealing with a U-joint going bad?

It sounds like it's coming from the column right in front of me ... inside the passenger compartment?

any ideas?
