Aftermarket electric engine cooling fans

An acquaintance said that replacing the stock engine cooling fan with an electric, aftermarket product would add up to 15 hp to the power plant. We were talking about 200 series engines. Aside from added power, he said, the car runs quiet. I didn't ask about improved gas mileage. Comments please
