940 AC problem 900 1993

I own a 1993 945 NA with a factory R134a system. I fixed the control panel as per the FAQ. The system was low so I jumpered the pressure switch and added a can of R134a. It blew sort of cool but not cold and the compressor cycled frequently. The low side pressure read 45psi, which was too high, and I assumed this was the cause of the rapid cycling and poor cooling. I relieved the pressure down to 25psi and now it doesn't seem to work at all. the compressor runs, but it cycles faster. One thing I noticed that the line running into the firewall is now ambient temperature, where before it was cold. The acumulator was not cold at either 45psi or 25psi. Is it possible that the pressure is too low? Is there anything else I should look at?
