Poor Parking (Brake) 140-160

My 68 144s doesn't want to stay put. I have the parking brake handle adjusted as tightly as I dare. Three clicks to full catch.

Trouble is, the brakes don't catch all too well.

It'll roll down the driveway even in gear.

Linings have about 1/4" tread left on them. The car had sat three years outside. Things were pretty rusted. It just feels like the cable isn't pulling the mechanism fully. The rear discs are new, but they didn't solve things on their own.

I'm not sure where to begin this trouble-shoot. Do the linings need to be thicker? Do these cables freeze up?
