Running but not starting 200 1984

My 1984 240 is running, seemingly well, but will not start immediately. It will turn over just fine, but isn't firing at all initially. After somewhere between 3 and 20 attempts at turning the ignition, it will start to chug, and then after a few more attempts it will start. Any ideas or suggestion?
