quick question about the wipers on my fiancee's lovely red 242... the intermittant wipers don't work.

Turn them on, and they hesitate at first like they should, then just start going normal speed. I'm assuming this would be a relay issue, and I've got access to a donor car, but I have no idea which part would be at fault, or where it would be located. Any insights?
