No intermittent windshield wipers 700 1990

My front windshield wipers work fine on my '90 740 except when I try to use the intermittent wipers. When I put the selector arm up in the intermittent position, nothing happens. But then when I put the arm back in the off position, the wipers turn on the low speed for a couple of passes and then go off. I know the problem is not in the relay as I changed that already, so do you think it might be the wiper motor or the selector arm in the steering column? Thanks.
