Should I buy a $200 1992 240?

I have a chance to buy a 1992 Volvo 240. The car needs a new winshield, has a very loud exhaust noise coming from the engene, is filthy inside and out and is missising various pieces of chrome. The panel under the headlights is tweaked, and it needs a new bumper and bumper shocks. The car also has badly squelling brakes. The car has a clean title.
