Brake problem, still air; which reservoir goes to which system? 200 1986

Put in 2 rebuilt front calipers. Bled brakes twice, pedal is low. Replaced MC w/ new ATE from FCPGroton. Bench bled MC twice (2nd time I realized I hadn't pushed in enough originally, was still a little air). Pedal improved but still low pedal. Bled brakes. Still low pedal. Halves of calipers are not mis-matched. Calipers are not upside-down. Thinking of blocking off 1/2 of MC with short bent-over brake hose which may locate which system has air and replace that caliper. Any better ideas? Thanks.
