fuel gauge not working 200 1988

My 1988 240 fuel gauge is parked below the orange part of the guage and would not change at all even when I full the tank.It was working well until a month ago. Swapped out with a working guage from ny 1990 240 with the same result. What could be the problem. I am puzzled.
