Windshield washer hoses, etc. 700 1990

Yesterday a was sniffing around my windshield washer reservoir and was a little confused by some of the hose routing. (1990 740 Wagon) The pump that supplies the windshield goes to a T-fitting and then one leg goes up to the windshield. (So far, so good.) But the other hose off the tee appeared to go nowhere. It was just open at the end.

So I filled my reservoir and forgot about it - UNTIL today when my LOW WASHER FLUID light was on. I'm thinking that the fluid is leaking out of this unattached hose.

Looking more closely at the small T-fitting it appears to have an open path from the pump to the windshield where as the 3rd leg is a check valve which should not let anything pass out but will allow air (?)to come in. I'm guessing that this valve is faulty and is allowing my fluid to escape.

Thoughts?
