Alternator Not Charging 200 1989

I checked the FAQs section and am still stumped.

I have a 1989 245 DL non-turbo with 200k miles. The battery does not charge when the car is idling. The alternator light does not come on when I turn the key, though the other lights do come one and I changed the alternator bulb with a known good bulb. The fan belts are tight. Battery voltage: 12.6 V. B+ is 12.6 V key off. D+ 11.76 V with key on. D+ to battery + .58 V. Wires are intact at alternator and battery.
