No juice to fuel pump. Relay OK. HELP 200 1988

I had an intermittent no-start problem. Now it is permanent.

I have narrowed it down to no voltage at the fuel pump. The pump works when I directly apply voltage. The FP relay is good - I tested it in my '92 240. The fuses look good. But why do I have battery voltage at fuses 6,7 8,9 and 10 with no key in the ignition? The central locking system has been behaving erratically - like gremlins in the car. Could it be a bad ground or a short?
