1) Where the steering rod passes through the firewall, what is supposed to surround the rod? There is a wire "holder" around the rod, but nothing else to keep the rain/cold out.

2) I have no heat in the car, and I suspect the heater valve is the problem. Is there a way to test the valve to see if it is working properly? The valve is not leaking.
