Stalls and 3-1-1 OBD Code 200 1989

I have a 1989 245 DL non-turbo/230F with 200k miles. It just began to have these problems. It has trouble starting and sometimes stalls at idle. The only OBD code I get is 3-1-1. I checked FAQs but I don't know what to look for as the possible culprits. I appreciate your ideas. Thanks in advance.
