'89 760 Dead Fan Blower Motor

The fan blower in my '89 760 refused to turn on one morning last week.
The ECC diagnostic system is flashing a 2-3-3 trouble code, which means "the starting current is too high, motor seizes or turns sluggishly".
Any suggestions would be appreciated... In the meantime I have decided to removed the fan to test it manually, but can't even find it. I have included a link to a photo of the area in question, wondering where the fan is and how to get at it.
