Leaking 740 Wagon, Water in Driver's Footwell 700 1988

Every time it rains in Miami it leaks into the driver's
footwell. I took off the plastic cover and looked at the wall of the footwell.
When I directed a garden hose down the air intake, water appeared to be seeping from behind a black plastic panel, some 3 by 3 inches on the sheetmetal wall. Try as I might I could not get this panel off to seal it. I pried on it until the sheet metal started to bend, at which point I stopped, in case I broke something. I applied some sealant from the outside, but don't have much hope that this is an effective fix. Help!!
