No start 700 1987

wasn't getting fuel so I did the jumper trick on the relay.Could hear both pumps operating with jumper in,not operating with relay in.Purchased a new relay..and same thing,no pumps..no fuel. Am I overlooking something or did I get a faulty relay? Whatcha think?
