Bendix Brakes Locked up on pad replacement 700

Hello,

Not a real expert here so if you can guide me I would appreciate it, replaced the pads and rotors on my volvo 740 with bendix calipers, now the brakes are locked on the rotors, both rotors won't turn, why?
