Ballast resistor questions 200

I'm still trying to sort out the conversion to Pertronix electronic ignition from points, but in the meantime have some ballast resistor questions.

In my '80 the ign coil is by the passenger hood hinge with the ballast resistor. In newer 240s, the coil was moved to the front battery side, BUT the ballast resistor was left back at the hood hinge. Since the Pertronix came with short wires I moved the ign coil AND ballast resistor to the front. I slit the harness to move the associated wires. Transfer of both was easy so why did Volvo leave ballast resistor behind?

The ballast resistor is used to reduce voltage to coil during running. It is bypassed during startup to provide more voltage for startup. If I can start my car with the ballast resistor in the circuit ie. move the start wire to the run wire position on the ballast resistor, would it be safe to replace the ign coil-ballast resistor setup with an ign coil that has a primary resistance equal to the sum of the resistances of the present coil and resistor?

Weird questions?
