Is a variation of 0.5v a big deal? 900 1996

Hi Brickboarders,
I have been fault tracing the anti-theft system on my '96 960 wagon for a week now with help from the excellent green Volvo service manuals. While testing lead 15A that runs from the ignition switch to the anti-theft relay base, I discovered that the voltage reads 11.9v (at A-T base) rather than battery voltage, 12.4v. Is this large enough difference to cause the system to become inoperative?
The only other inconsistency was with the AT switch that is attached to the drivers door lock. When turned 20 degrees toward lock position, the resistance is infinity instead of 0. Does anyone have experience in finding and replacing this switch?
