do LHD models have this air blocking plastic panel? whats its purpose?? 700 1988

i have for some time now removed a plastic panel directly aside of the radiator/intercooler which now allows air to flow through the engine bay more easy...i have put mesh on all grilles (stone protection).... the oil-cooler is visable from the front of vehicle (RHD) ...i wonder whats the purpose of this air blocking panel?? does anyone know of it/removed it? it has a vacuum pipe going through it ->(vacuum bottle)...daryl from australia :)
