945T Wagon high/low beam issues - only high beams work 900

Hello all and sorry if this subject has been addressed before,

currently my left front headlight only functions when the highbeams are on. I tried replacing the bulb - no diff. do you have any suggestions? I would greatly appreciate it, thanks in advance!
