Failed emissions, high HC & NOx 200 1986

My sons 86 240 (no turbo)failed emissions. HC readings of 4.59 and NOx reading of 6.61. I had failed this before and have checked fuel pressure (good) and replaced the temp. sender to ECR.
Guess I will try a good used Oxy. sensor and a new set of plug wires as everything else on ignition is new.
Looking forward to your comments about these and other possible culprits.
