K-jet fuel pressure too low? 200 1985

I recently acquired a 1985 245 [B]Turbo[/B] that is not running. A friend and I did the test where we measured the flow rate on the return line and everything seemed to be to spec. However, when we run the fuel pump and lift the air flow plate we get no flow out of the injectors. We believe that this indicates that the problem is related to fuel delivery. We decided to test fuel pressure and used a gauge [B]Dead-headed[/B] to the outlet of the fuel filter and get a reading of ~90 psi. From what I understand, in this configuration it is usual for a k-jet system to see between 110-120 psi. We ran an identical test on my friend’s 1983 245 Turbo (working) and his pressure measure 150 psi. When we shut the fuel pump off, both cars sustain ~30 psi.

We are going to swap pump assemblies between the cars to see if my car will start, but in the mean-time, I’d like to get some feedback.

Could the reason I have no fuel from the injectors be because the fuel pressure it too low? Is it typical that when a fuel pump fails the pressure drops?
