How do I reattach the windscreen wipers? 140-160 1973

Hi,
Somehow the metal wire that loops around a plastic wheel attached to the bottom of the LHS wiper shaft has come loose. This wire is attached in two places to a metal arm that connects to the wiper motor. The wipers won't move without it. I have checked and the mechanism that connects the two wipers together still seems intact. When I move one wiper manually, the other one moves too.

Try as I might I can't get it back around the plastic wheel, and even if I do, I don't know why it came off, so it might di ut again.

Any thoughts, ideas etc. This has a horrible feeling of being like replacing the heater fan i.e. do I need to totally dismantle the dash to get at this wheel?
