Oil in water, 240 turbo 200 1984

I found oil in my radiator overflow tank. And it wasn't all bubbly like when there is a blown headgasket. Is it possible that there is a leak in the turbo between the water cooled and the oil? I don't think that someone poured oil in the water resevoir, because it looks like 2000 mile used oil, ie not black just off-color.
Any advice would be appreciated.
