1992 & 93 replacing Firestone space saver spare tire 200 1993

I went to top off the air in the spares and discovered the spare tires on both my bricks are coming apart at the seams. The belts are separating along the tread. Does this mean I can't do 95 on the expressway on them anymore? Haha, actually they've never been used, is this normal? The tires are 13 and 14 years old, one of them also has aligator cracking on the sidewall. Is this an expensive tire to replace? I've just called the local firestone dealer and they need to see the tire to special order a replacement, but they will give me $5 off for every 1/32 of tread depth over 2/32.
The tire size is 155 R 15 90 0.
