Rotted rear bumper fix 200 1987

Wife backs into bumper, bumper falls off. Search forum, find this has happened to others.

I don't think I can get by with washers, because the oxidation of the aluminum has pretty much weakened the whole surrounding area (about a one inch radius is crumbly or very weakened around each bolt hole), so will probably have to try some flat steel from Home Depot.

So, I guess I have to cut off the rusted bolts on the shock mounts, cause they're so rusted that the whole shock spins when I try to remove....

Does anyone have any pointers, because invariably, I tend to discover the most difficult and time consuming ways of doing things? Plus, not being able to find all the 10mm box wrenches I have thrown while tinkering on the bricks....
