WAGON REAR SEAT 1/2 WON'T UNLATCH 700 1989

Have '92 740 wagon. Left 1/2 of rear seat back has one lock engaged (lower one)and one lock disengaged. Pulling the release handle has no effect on either latch. Wish to lower the seat, and/or repair seatback latching mechanism.
